As of July 1, 2026, child care licensure is managed by the Illinois Department of Early Childhood. For providers, nothing is changing. All licensing representatives and staff remain ready to assist you. Adoption Registry-Confidential Intermediary Advisory Council

The Adoption Registry-Confidential Intermediary Advisory Council shall have an advisory role to the directors of the Illinois Department of Public Health and/or the director of the Illinois Department of Children and Family Services and may make recommendations to the pertinent departments regarding the development of rules, procedures and forms to promote the efficient and effective operation of the Illinois Adoption registry, the Office Vital Records as it pertains to the Registry and inform individuals how to obtain a non-certified copy of the original birth certificate. The council also serves in an advisory capacity regarding the effective delivery of adult post-adoption services in Illinois.
