As of July 1, 2026, child care licensure is managed by the Illinois Department of Early Childhood. For providers, nothing is changing. All licensing representatives and staff remain ready to assist you. Statewide Parent Advisory Council (SPAC)

The DCFS Statewide Parents Advisory Council (SPAC) of the Illinois Department of Children and Family Services (DCFS) is created with the object of advising and consulting with the DCFS director or his/her designee(s) on all matters involving or affecting the compilation, provision and delivery of services to parents who are involved with the Illinois child welfare system.
